The hierarchy of pages is determined by the user’s personal relationship to a page (by virtue of group_participations or user_participations).
- all pages in the universe
- pages i have access to (including public pages)
- pages from my groups or that i have been granted access to
- pages updated recently
- pages i am working on
- unread/notified
- i’ve starred it
- pending for me
- i am watching for changes
- pages from my groups or that i have been granted access to

Filters do not have anything to do with a particular user, they simply apply to attributes of the page itself.
