The Systems Engineer, in fact, is much more on the terminal side. That is, it focuses much more on the user. For this there are mechanisms for which a programming language is used that helps to create services, applications, different methods of approaching the user. So, if we look at it as a whole process since you have an application and that information reaches a server and then reaches a person, the actions of a Systems Engineer would be more in the software part of that system.
