The rhythm is called Semai Thaqil in Arabic, and Aksak Semai in Turkish. It is the “I saw a ti-ger brush his teeth to-day” rhythm. That is,

The melody is in minor (Nahawand) with Hijaz extension below. It could (erroneously) be thought of as Hijaz with minor on the fourth, but the melody resolves to the tonic for the minor tetrachord, This is purely semantics as far as the song’s melody goes, but it does have implications for where one might take a taqsim.
