Let’s just start with some background, straightup from the Voter’s Pamphlet:¶
How the System Works: Initiative & Referendum¶
Initiative: Sponsors for an initiative must obtain a number of legal voter signatures equal to eight (8) percent of the number of votes cast for the office of Governor at the last regular gubernatorial election, after which the Initiative is submitted to the Legislature for approval. The Initiatives on the ballot have either been rejected or passed over, which has referred them back to the ballot for the general election.
Referendum: There are referendum bills and referendum measures. The purpose of these is to give voters an opportunity to approve or reject laws either proposed or enacted by the Legislature. Referendum measures must be certified to have a number of petition signatures of legal voters equal to four (4) percent of the total votes cast for the Governor in the last election. A referendum certified to the ballot must receive a simple majority vote to become law.
Ok, let’s get into the issues:¶
I-1185 – Restate 2/3 approval requirement for new or increased taxes.¶
I posted this on the effbook, with “Discuss!” yet got all ’No’ votes I was looking for some reasoned explanations, but it seems that after four of these Eyman has ground on some nerves…
As noted above, this Initiative must receive a simple majority to pass – though I’m sure its sponsors will withdraw it unless it receives a 2/3rds majority.
I-1240 – Charter Schools.¶
This time I posted: “Let’s take a different tack. Is anyone here pro-charter, & why?” and got quite the response!

First of all, how is this thing organized? Who alphabetized this? Oh, it’s not? Never woulda guessed.
Topics I’ll decidedly touch on:
- Seattle Prop 1: Regular Tax Levy, incl. SPL – this is a no-brainer! Vote for books, damnit!
- King Co. Prop 1: “Children & Family Services Center” Capital Levy – Hoo boy! Best not to get started on this yet…
- “Prefers to Party” – what kinda ridiculous…?
- What is the PCO thing about? & the “affirm I am a Republican”???
